In Ukraine have changed SDA: fines soared three times – to 40 thousand UAH

For driving while intoxicated will have to pay from 10 to 40 thousand UAH, and the worst offenders banned from driving for 10 years

 

People's deputies supported changes in the Rules of the road (SDA) – now Ukrainians who sit behind the wheel drunk, will be punished with huge fines. In addition, violators risk up to 10 years to remain without a license. Bill No. 4373 (On amendments to the Code of administrative offences), as stated on the website of the Verkhovna Rada, adopted on 7 July. Parliamentarians have toughened penalties for drivers who the village behind the wheel while intoxicated.

 

So, according to the law, the offending driver law enforcement officers can not only confiscate the car, but to deprive him of the right to sit behind the wheel. The law greatly increases the penalties. Earlier Ukrainians that control the car in a drunken state, could be punished either by a fine of 3400 UAH, or deprivation of the right to drive for a period of one to two years. According to the amendments adopted July 7, drunk drivers will be fined 10 200 UAH and to deprive a driver's license for a year. In fact, the penalty is increased 3 times.

 

If the driver repeatedly got behind the wheel drunk within two years (before the law within one year), he faces a fine of 20 to 400 hryvnia, and the deprivation of the right to drive for three years. Prior to the acceptance of the law the maximum penalty for drunk drivers was 3,400 USD. For repeated violation of the law would-be drivers had their license revoked for 2-3 years.

 

If a drunk driver caught three times in five years, he has will take the rights for 10 years, in addition, you will have to pay a fine of 40 to 800 hryvnia. Prior to the adoption of the bill of the drivers, who three times in the course of the year was caught drunk, took away the right for a period of 3 to 10 years.

 

Why has tightened the punishment and what it will bring

 

In Ukraine every day record of more than 250 cases of driving while intoxicated. Only in 2015-m to year the law on the Ukrainian roads stopped 93 thousand drunk drivers. As stated in the explanatory Memorandum to the bill, in European countries for every 100 thousand people in the accident dies 4 people, and in Ukraine – 4.5 times more.

 

Last year in road accidents killed 3970 people. Every day 11 people die. MP Andriy Teteruk, which developed the bill, I am sure that with the tougher penalties, the Ukrainians will be afraid to get behind the wheel drunk.

 

Lawyer Valentin Krushinsky, which deals with the protection of human rights in the courts, believes that stricter punishment for drunk drivers is the correct step. "I think that is absolutely correct! The harsher the punishment, the more likely that the situation will be normalized", – said the lawyer.

 

The lawyer says that if drivers do not agree with the results of testing with the breathalyzer, they can always contact the medical institution and tested for alcohol content in the blood. Fine, who will appoint a police officer, you can appeal in court if there is reason.

 

Positive about changes in traffic rules and some drivers. As told "Segodnya" resident of Kiev Yuri, who is already 23 years old drives a car – even a small amount of alcohol affects coordination of the driver. "I would do for life, forbidden to drive those drunk driving", – says Yuri.

 

If law enforcement feel from the driver smell of alcohol, will notice a loss of coordination and speech, discoloration of the face or strange behavior, he has the right to direct the driver on physical examination. The alcohol content in blood is less than 0.2 ppm as a traffic violation is not considered. For men weighing 80 kg: 50 grams of vodka, 0.5 liters of beer or 0.5 liter of dry wine. But, says an experienced driver Yuri – it's better not to risk driving at all to give up alcohol.

 

"It individually. Who can drink 20 grams of vodka and the instrument will show a 0.25, and someone with the same weight drink 20 grams and the device will show sober. It depends on the characteristics of the organism, from ate before drinking or not. But it is better not to drink while driving," says the driver.

 

The words of the driver confirms the experiment carried out by journalists of specialized editions "Autocentre". Six of the editorial staff has checked the operation of breathalyzer: every day to drink small amounts of alcohol and then I did a test on the content of alcohol in the blood.

As said on his Facebook page, interior Minister Arsen Avakov, Ukraine introduced a system of automatic fixing of violations. Special camera to calculate a drunk driver won't be able, but will record speeding.

 

The camera captures the violation, after which the information is transmitted to the data center of the National police. The received information is processed by the operator, the police, using the existing databases of the Ministry of interior. The processing of the submitted e-administrative regulation, which shall send to the owner of the vehicle.

 

"In the first phase of the system will use data obtained from the cameras installed in the city of Kiev (1 camera – O. Teliga str., 61) and Odessa (2 cameras – interchange "Cloverleaf bridge"). This is a test. All across the country – real-operation - will be installed thousands of cameras," – said the Minister.

 

At the same time, as of the beginning of the month in Ukraine increased the number of accidents by 26%. Of road accident victims for 6 months: 2015 – 9 900 people, 2016 – 12 500 people. For the 6 months of 2016 in the accident killed 1.5 thousand Ukrainians.
