Monument Highness Prince, Mikhail Semenovich Vorontsov (1782-1856) - a prominent state and political figure of Imperial Russia was established in Odessa after his death at the expense of donations by various segments of the population of the city of Odessa and throughout Russia including the Emperor Alexander II. Vorontsov was Novorossiysk (Ukraine) and Bessarabia (Moldova) General gubernatorm in 1823 1844.
